Posted on May 15 - CA EDD
"•In some cases, individuals who qualify for Tier 4 federal extensions filed with an effective date of April 1, 2012, through May 6, 2012, may qualify to cancel their current Tier 4 federal extensions in order to file effective May 13, 2012, for the higher award. Interested individuals should review the frequently asked questions on the FAQ – Extended Unemployment Benefits page for more information about the eligibility requirements and instructions on how to request for the EDD to cancel the current Tier 4 federal extension."

Thought this was quietly posted on their site with no mention of this on their FB page. I never received any info in the mail either...So on Tuesday the 15th I emailed the EDD to see if I was eligible - since I was in the 4th week of my Tier 4 which was established April 19. ( They have a special section just for cancelling your Tier 4, they responded very quick )
This is what they said:

Here is our reply:
Dear Ms. ***:
The EDD has received your request to cancel your fourth federal extension, in order to refile it effective May 13, 2012, and qualify for the higher award.
You will not be able to resume collecting federal extension benefits until at least 2 weeks after May 13, 2012, which is May 27, 2012.
This is because the EDD cannot pay you until you certify for benefits, which will be after the May 13, 2012, EUZ effective date.
The first claim form following May 13, 2012, will not be due until May 27, 2012. This means that you could experience a delay of benefit payments of up to a few weeks.
Since you have already been paid on the current fourth federal extension, the EDD will need to establish an overpayment on the paid weeks.
Once the overpayment is established you will receive notification of the overpayment in the mail. The overpayment will be deducted from any future UI benefits you are eligible to receive, until the overpayment is paid in full.
You should not mail in your Continued Claim, DE 4581, form containing the current fourth federal extension effective date, or certify for benefits using EDD Tele-CertSM or EDD Web-CertSM. Once the extension is cancelled, you will not be paid retroactively for weeks between the current fourth federal extension effective date (provide EUZ effective date) and May 13, 2012.
The first claim form on the May 13 fourth federal extension will be due May 27, 2012. The fourth federal extension will be refiled during the week of May 13, 2012. The EDD will mail you a new Notice of Fourth Federal Extension Filed, DE 6331EUZ-E notice, and Continued Claim forms, DE 4581s for weeks-ending May 19, 2012, and May 26, 2012. If you do not receive the notice and the Continued Claim forms by May 23, 2012, you will need to contact the EDD immediately.

So according to this response...I may get a check around the end of June? Sad So hmmm...how do they expect a person to juggle that length of time with nothing coming in. It's not as if I had saved my UI money for a rainy day. And somewhere in their answer I lost a week since they state that weeks are not retroactive. I don't dare bother to ask them since I won't understand the reply they'll send.

EDD never ceases to amaze me...seems the simplier way to have handled these claims would be to deduct the amount already paid from the flippin newly established balance.
In my case I was already paid out 4 weeks of the Tier 4 and had 2 weeks to go until I STUMBLED upon the updated info that some persons may be eligible
